Maybe cos they've left but not logged off, or aren't watching the screen when you type something. Refresh the chat room page and maybe it will update.

no don't refresh the chat page, it does it automatically. People might not be looking at the chatroom all the time so just wait a little while and they might respond. Or they have closed the chatroom and not clicked logout. It will auto-logout any user who hasn't had the chatroom open for 20 minutes. (Each time the chat text refreshes, it updates your time in the chatroom. If this time is > 20mins then it kicks out the user)
