Dont panic Mr Mannering!! This is an old report (20 March) and since then the ETA have admitted to MCN that they "made a mistake" regarding the increase in road tax for 125s. See forum "Emission Tax Rip Off" from late March, early April. I actually read the Budget to see if there were any plans and this actually states that tax for 125s is to be frozen until 2009 at the earliest with other bike's tax only rising by one or two pound. So dont worry, it is in the Budget that tax for 125s will remain the same.
