I think it was because cakes or bread rolls etc varied in size, so bakers gave 13 instead of 12 to avoid any complaints. I don't know what happened if you only wanted 6

Oh yes when I was a kid I brought a bag of broken rock mishaps there was a slice of wood looked like put of a lolly stick .. So wrote to them etc .... My compensation was 20 sticks of rock & a gift voucher .. Great when you're a kid :-D
