Agree with you totally,Ace,about the budget business-councils should be rewarded for not wasting their budgets by allowing them to place unspent funds into a reserve account,whilst having the same budget funds the following year,to be able to build up these reserves for proper repairs,etc.
Most of us can see the sense in that,so why can`t they?
But then,I failed economics at school,miserably.......
