Any electricians able to offer advice on this?

The start/run capacitor on my bandsaw has failed. The motor will run fine if I give the drive pulley a tug to start it (single phase 240v AC motor), so the cap is the obvious suspect.

But...being a chinese motor, the cap doesn't have terminals on the body, but is hardwired with flying leads from the core into the motor body. So I can't discharge the cap just by shorting across the terminals.

So to remove it I need to cut the wires and then fit blade connectors from the motor end to the terminals on the new cap.

Am I correct in thinking that using insulated cutters and avoiding any grounding, I can carefully cut each lead from the cap individually - without contacting the other terminal - and safely remove it to discharge later?

The cap is 16 micro-farads and rated up to 450V DC.
