I would say everyone look at this, especially if your a new rider, under 21 or riding restricted.
The likely scenario for the UK will be :
Age 16 CBT Provisional Moped, Theory and hazard perception test, Off road manouvres test, on road test. Full P licence.
Age 17 CBT Provisional A1 motorcycle, Theory & hazard test. Off road test, on road test using 125cc bike. Full A1 licence. Restricted to 125cc 14 BHP for 2 years.
Age 19 CBT Provisional A2 motorcycle, Theory & hazard test. Off road test, on road test using 33 BHP bike greater than 500cc. Full A2 licence. Restricted to 47 BHP for 2 years.
Age 21 CBT Provisional A motorcycle, Theory & hazard test. Off road test, on road test using 47 BHP bike greater than 600cc. Full A licence.
Unrestricted Direct Access will remain but at age 24 years.
It sounds complicated.... It is complicated.... Put more simply, suppose you are 17 years old and you want a bike licence.
There's 3 steps, at 17, 19, 21 years old.
Each step involves theory, off-road, and on-road tests.
Each step must be taken on a bigger bike than you are currently allowed to ride, and practiced for under Instructor supervision

I would point out the new rules also say that just because you have ridden restricted in one section you cannot auto move to a bigger bike after 2 years , another test is required
More money for riders to pay out !

I gave up years ago trying to get a pass, after spending thousands of pounds on lessons and recurring fees, now they are going to rake more money in. Well aint that typical!!

As far as I can tell from reading the consultation notes ... it will stay that you can hold a CBT for 2 years at a time & keep renewing it.
The changes are for if you want to upgrade from a 125 to a bigger or unrestricted bike.
tell me why a 17 yr old with enough money is alloud to get in a car with unlimmited power and drive straight from passing there test
be it on roads or motorway
yet motorcyclist are and all ways have been restricted by law
they not after more money i think there after killing off motor cycles so they can then inforce an auto matic speed restrictor in your car so you wont have the free dom to put your foot down
its just another step in the nanny state mentality !!!!!!!
I can see the ideas behind it ... make sure that someone is ready for a bigger bike before they get one, its not an automatic right to be able to ride one just cos you have been riding for a couple of years.
But I think it will mean wither a lot of youngsters will not be able to get the next stages because of cost
Or
Because of cost you will see riders with bikes they legally cannot ride.
I can see motorcycle sales taking a big knock.
Simply because it's too much hassle to get a big bike license.
Why go to that trouble when you can drive any car after one test ?
tbh I think an 18 year old with 2 years experience, is likely to be at least as safe as a 24 year old who takes direct access and jumps straight on a Blade/R1 etc
