Just had a look and this is not what I first thought it was - he is talking about creating jobs in technology and research to lower the countries carbon output.
I thought he was trying to make us feel guilty for having jobs as we output carbon!

The theory is that the rapid melting of the northern ice cap will de-salinate the northern atlantic stopping the gulf stream. This would actually mean a much colder arctic and could possibly trigger the next is ice-age.
IMO this is a cyclical event. we may have had an effect but i think it was coming anyway. so time to by a skidoo soon then.
I think you are right about cyclical events.
Global Temperature is affected by natural changes in the Earth's tilt and release of natural gases such as methane into the atmosphere. There is as much evidence to suggest that the amount of carbon in the atmosphere rises as a RESULT of an increase in global temperature and is not a cause but then where is the political purchase to be gained in THAT news?
Just remember these predictions are all supposition and forecasts but are readily 'reported' as facts.
